What is this 14 day rule in Florida for car accidents all about??

So Florida passed a law years ago that for the PIP coverage to pay, the injured person must go to the hospital or be seen by a doctor (and presumptively complain about the injuries from said accident) within 14 days; otherwise, the PIP does not have to pay the medical bills.  You could still have a case but when someone does not go to the doctor for 15 or more days, the case would be compromised as it would beg the question of why the injured person did not treat sooner.
